Also, we are pleased to inform you about our recent courses on Decentralisation and Female Local Leadership, in which the participants had not only the opportunity to learn, practice and network but also had a lot of fun!

In 2010 Talent for Governance will provide a limited amount of scholarships to young, motivated civil servants, working for local governments in developing countries and Eastern European (non-EU) countries. The Hague Academy is invited to deliver a training event on social cohesion from a local perspective at the UN Habitat World Urban Forum 2010 in Rio de Janeiro. Key issues in this training are: the effects of immigration and globalisation on local communities, maintaining stability in cities where many people with different backgrounds and lifestyles live together and preventing tensions between groups from escalating.

On 22 & 23 October 2009, The Hague Academy for Local Governance presented itself at the European Development Days in Stockholm. Some 5000 participants and 1500 organisations from the development community were present to discuss issues of democracy, climate change and global economy matters in relation with development.

On 27 November 48 civil servants from ten countries in Southeastern Europe successfully completed the two-week training programme ‘Decentralisation & EU Accession’, organised by The Hague Academy for Local Governance in cooperation with ROI, Dutch Institute for Public Administration.
The participants attended lectures, discussed the situation in their own countries, visited municipalities, Ministries and EU-institutions in The Netherlands and Brussels, practiced their negotiating and advisory skills and made friends for life.

From 20 September until 2 October the Talent for Governance ran its first scholarship programme. Emilia Gjeroska, Thulani Twala and Sylvia Solis Lopez attended the training course ‘How to use the power of your citizens’ and had an internship in a Dutch municipality.

At the request of VNG International, as part of the exchange activity “African women in local government: Changing the face of local leadership”, The Hague Academy organised a leadership course for 20 female local leaders from 11 different African countries.

"The important changes in Europe are shaped by cities and regions. Therefore, local governments should be involved more often in EU-policies and decisions".
This is what Jozias van Aartsen, mayor of The Hague, said at the Eurocities-conference in Stockholm last week. Van Aartsen sees a structural role for local governments in addressing issues of the environment as well as social policy in Europe. He underlined that cities and regions are the main pillars of the European economy and stressed the importance of developing them as centres of innovation and creativity.

On 2 December 2009 the Committee of the Regions (CoR) in partnership with the European Commission, organised the first Assises of Decentralised Cooperation for Development. The aim of this meeting was to ensure that local and regional authorities are fully integrated into EU development cooperation policies and to promote exchange between different levels of government. Participants from various countries in Europe and developing countries gathered and exchanged experiences and ideas with each other and representatives from the European institutions. According to Mr. Luc Van den Brande, president of the CoR, it was “one of the most exiting meetings the CoR has organised lately”.
