With summer approaching rapidly, we are happy to see that our summercourse on decentralisation and local governance is again fully booked with people from all around the world. At the Afghanistan conference of March 31 in The Hague, the international community reiterated the need to promote good governance in Afghanistan through strengthening Afghanistan’s national, provincial and local government institutions. Being one of the key institutions for the delivery of basic services and the government tier closest to the citizens, local government is in a unique position to contribute to the reconstruction of services, as well as peacebuilding after violent conflict. However, local government capacities are often severely affected by armed conflict. More than 4 billion poor people live without access to justice and without any rights, simply because they do not ‘exist’. Since they are not registered as citizens they cannot vote, own a house or start a business. Morever, since they lack protection from the state, they are vulnerable to violence and exploitation.
At the presentation of the report Making the Law work for Everyone in The Hague, representatives of donor- and development organisations as well as academics called for an international effort to stimulate governments to show more accountability and to educate citizens about their basic rights. The Hague will soon be hosting a new institute on Global Justice. Jozias van Aartsen, mayor of The Hague, announced this at the presentation of the report 'Making the law work for everyone', in the Peace Palace in The Hague on May 25th. The Institute for Global Justice will provide expertise in the field of human rights, governance, peacebuilding and security. Madeleine Albright, former Secretary of State of Foreign Affairs of the US, will be member of the supervisory board of the new institute.


Citizens’ capacity to express and exercise their views effectively has the potential to influence government priorities and processes. Governments that can be held accountable for their actions, are more likely to respond to the needs and demands articulated by their population. This briefing paper highlights some of the key conclusions emerging from a joint donor evaluation of support to citizens’ voice and accountability.
