We hope you have enjoyed your holidays! The Hague Academy has had a good start of the season in our new offices at VNG-headquarters in The Hague. With even more inspiration and motivation we continue our efforts to support local government around the world. This autumn we organise courses on citizen participation, decentralisation, city-to-city cooperation and female leadership on the local level. The Talent for Governance scholarship programme is pleased to welcome its first scholars from 19 September to 3 October in the Netherlands. Thulani Twala from Greater Tzaneen Municipality (South Africa), Sylvia Solis Lopez from the municipality of Ecatepec de Morelos (Mexico) and Emilia Gjeroska from the municipality of Bitola (Macedonia) will attend the training on citizen participation at The Hague Academy for Local Governance and meet with young civil servants from The Netherlands.

This is just one comment from the participants of the summercourse Decentralisation and Local Governance that was organised from 6 until 10 July in The Hague. Main issue of the course was how decentralisation can contribute to empowering people to monitor and influence the political and decision making process.

"True economic progress in Africa depends on responsible governments that reject corruption, enforce the rule of law and deliver results for their people.” This was the key message of US Secretary of State Hillary Clinton on her visit to Kenya, South Africa, Congo, Liberia, Nigeria and Angola this August. Clinton said good governance and responsible leadership are the most important factors for economic development in Africa.

We would like to draw your attention to the possibility to apply until 7 September for the MTEC Decentralisation programme. This programme is for government officials from ten countries in South Eastern Europe and is fully sponsored by the Dutch Ministry of Foreign Affiars. In 2010 The Hague Academy will for the first time organise the two-week training course Service Delivery and Poverty Reduction. In this course the participants will be provided with the latest international expertise and insights on the basic conditions for good local service delivery and access to services. There will also be ample opportunity to learn from the experiences of Dutch cities; we will go on field visits, conduct real life cases and discuss issues with municipal experts. On 26 and 27 November 2009 The Hague Academy for Local Governance organises the training ‘Municipal International cooperation’ for Dutch municipal officers that work on international cooperation with the South. By providing insights in the functioning of local authorities in the South and enhancing international advisory skills, the training aims to strengthen the quality of international projects and partnerships.

What is the secret of innovative cities? UN Habitat tried to find an answer to this question through an informal survey of 27 cities. The result: exchanging experiences with other cities was indicated as the most effective way of learning and gaining new ideas by far. This is also why the colleague-to-colleague approach is at the heart of all our training programmes. The Council of European Municipalities and Regions (CEMR) together with NALAS and GALLUP-Europe conducted a survey in the Western Balkans on the level of residents' satisfaction with their local authorities. Click here for the publication of the main findings.
