Dear reader,Decentralisation brings government closer to citizens and increases the accountability of public leaders to their people. The Hague Academy’s courses all relate to this central theme. Our Peacebuilding-course focuses on decentralisation in fragile settings, zooming in on the crucial role local authorities can play in reconstruction and social cohesion after conflict. Our Summercourse discusses challenges for donors in supporting decentralisation strategies. Local Economic Development is about the important role of decentralised government in fostering economic growth and creating jobs, and the Service Delivery-course deals with improving local services to bring the Millennium Development Goals closer to reality. Because we experience a large need for practical knowledge about local governance, we are continuously working on new courses and topics. Four young municipal talents, coming from Ukraine, Indonesia and Albania have joined the Local Economic Development course as part of their Talent for Governance-scholarship this Sunday. After finishing this one-week programme, they will spend one week in a Dutch municipality to follow an internship. Read more..

During the fifth edition of the UN Habitat World Urban Forum, The Hague Academy organised a successful masterclass on how to strengthen social cohesion and manage conflict in cities. We met with many interesting people all around the world and were inspired by their projects and innovative approaches. From June 1, 2010 Dyana Kettenis has joined our team in the position of communication officer. She will be responsible for all communication of our courses to the target groups, donors and other relevant organisations. In the first two weeks of June, the training course “Peacebuilding and Local Governance” took place at The Hague Academy. This was the first session of this course and it brought together a diverse mix of participants working for bilateral donors, UN and governments in countries such as Colombia, Cote d’Ivoire, East-Timor and South-Sudan. The new publication "Aid effectiveness and Local Government" discusses how the donor community can be more effective in strengthening local governments around the world. The position paper of The World association of Local Governments, UCLG, seeks to give voice to the local government perspective on the emerging Aid Effectiveness agenda. It was adopted at the 2009 UCLG World Council in Guangzhou (China). The paper is the result of research led by the Federation of Canadian Municipalities, in partnership with the Capacity Building Working Group and the UCLG World Secretariat. Read more..

In the past five year, aid to Africa has reached the highest amount ever of 17,1 billion US dollar. Now, the challenge is for Africa´s leaders to use this money and their local resources to the benefit of their people. “Our concern is whether the political leadership, accountability systems and management capacities are being put in place to manage both emerging risks and opportunities".
