How can financial management of services be organised in a transparant and democratic way? How can partnerships with NGOs and the private sector help local governments to better deal with problems? And what are the particular challenges for delivering services in violent-prone situations?

However, local governments’ capacities are often severely affected by conflict. To achieve lasting results, it is crucial to invest in local government capacity development, as to ensure that services can be performed by the local government and local people as soon as feasible.
